The Social Housing Regulatory Authority (SHRA) proudly welcomes Minister Mmamoloko Kubayi as she returns to lead the Department of Human Settlements and to Deputy Minister Tandi Mahambehlala on her recent appointment.
As we embark on this new chapter under the 7th Administration, SHRA is eager to support the initiatives and policies set forth by Minister Kubayi and Deputy Minister Mahambehlala. We are confident that their leadership will steer the Department of Human Settlements towards achieving its goals of providing safe, affordable, and adequate housing for all.
About Minister Mmmamoloko Kubayi:
Honourable Mmamoloko Kubyi was appointed as Minister of Human Settlements on 3 July 2024. She also held this position from 5 August 2021 to 19 June 2024.
She is a Member of the Parliament of the Republic of South Africa. She is the Co-Chairperson of the Economic Sectors, Employment and Infrastructure Development (ESEID) cluster, a member of the National Executive Committee of the African National Congress (ANC) and the current Chairperson of the Economic Transformation sub-committee.
Before her current role, she served as a Minister in five portfolios: Tourism, Science and Technology, Communications and Energy. She also acted as a Minister of Health at the height of the COVID-19 pandemic.
She holds a Bachelor of Arts Degree from the University of Johannesburg (formerly Vista University), a Postgraduate Diploma in Project Management from Damelin College, a Masters Degree in Public and Development Management from the University of the Witwatersrand, and completed a Programme for Leadership Development at Harvard Business School. She is currently pursuing her PhD in state-owned enterprises and corporate governance at the University of Johannesburg.
Kubayi started her career as a Community Developer in the non-governmental sector and subsequently joined the financial sector at First National Bank as a Skills Development Specialist. Later, she worked in the Business Banking Division at Nedbank.
She joined the public sector as a Skills Development Facilitator at the National Health Laboratory Services. She was then recruited to become a director in the Office of the then Deputy President of the Republic of South Africa, Ms Phumzile Mlambo-Ngcuka. She later became the Parliamentary Advisor to the then-Deputy President of South Africa, Mr Kgalema Motlanthe.
As a leader, Kubayi served as Chairperson of the Transport Portfolio Committee at the City of Johannesburg council. In 2009, she became a Member of Parliament, assuming several roles, including Acting Deputy Chief Whip of the African National Congress and Chairperson of the Portfolio Committee on Telecommunications and Postal Services.
Kubayi served a full term in 2019 as a member of the Global Artificial Intelligence Council established by the World Economic Forum’s Centre for the Fourth Industrial Revolution. As part of the Council, she and other global leaders provided strategic guidance to the international community on priorities for Artificial Intelligence, machine learning governance, cooperation, and shaping global policy development.
In 2020, Kubayi joined other global leaders as a member of the Forum’s Global Future Council on Sustainable Tourism – a multi-stakeholder knowledge network tasked to advance innovative thinking for a more resilient, inclusive and sustainable future.
About Deputy Minister Tandi Mahambehlala
Ms Tandi Mahambehlala was appointed as Deputy Minister of Human Settlements on 3 July 2024. She was previously Deputy Minister of Communications from 31 March 2017 until 26 February 2018. She has been a Member of Parliament since 2014.
Academic Qualifications:
Ms Mahambehlala obtained an Advanced Diploma in Public Administration in 2014 and an Honours Degree in Public Administration in 2016 respectively from the University of the Western Cape (UWC). In 2017, she started studying for a Masters Degree in Public Administration with the UWC.
Her other qualifications include certificates in Audio-Visual Communications (1990), Community Profiling and Community Needs Assessment (2001) and Programme Design and Presentation (2002).
Career/Positions/Memberships/Other Activities:
She has served on numerous committees, including the parliamentary portfolio committees on energy, small business development, and telecommunications and postal services.
Ms Mahambehlala served as a member of the Student Representative Council at the Msobomvu High School in the Eastern Cape from 1988 to 1990. She was involved in the establishment of the Western Cape Youth Commission in 2005.
Between 2000 and 2004, she served as the African National Congress (ANC) Youth League (ANCYL) Branch Secretary and Deputy Chairperson of the ANCYL (Dullah Omar Region) from 2004 to 2008.
From 2005 to 2008, she was employed by the City of Cape Town’s Department of Social Development as a Community Developer. As a Community Developer, she was instrumental in bringing service delivery to historically disadvantaged communities, and she focused on implementing programmes and projects targeting youth development, gender issues, poverty alleviation, and homeless people.
From 2008 to 2011, she served as the Provincial Secretary of the ANC in the Western Cape. From 2011 to 2014, she was employed by Eskom as Senior Advisor: Stakeholder Relations.
She has also participated in several local and international conferences, including the following:

National Heritage Council Civil Society Conference held in Johannesburg in 2005.
South African Youth Council Conference held in Worcester, Western Cape in 2008.
Youth Parliament in 2008.
International Union of Socialist Youth Festival in Zanka, Hungary in 2009.
Youth Congress of South African Students Conference in July 2009.
Participated in all processes, including parliamentary hearings, that led to the establishment of the National Youth Development Agency.
